I have the number of homeless households set to 1. What I don't want, which isn't being prevented right now, is to have random townie families constantly spawning and outnumbering the original families and my own. I think I have the frequency for marriages and babies set the way I want. I've seen and read a bunch of guides but I still am not sure I have all the right settings for what I want.
